Libyan expert joins Hogan Lovells in Dubai

Tarek Eltumi, who previously worked for the Libyan National Transitional Council, has joined the project finance practice of law firm Hogan Lovells in Dubai. He will help grow the firm’s presence in Libya and the GCC (Gulf Cooperation Council) countries.

Hogan Lovells, the international law firm, has appointed Tarek Eltumi to its Middle East infrastructure and project finance practice in Dubai.

The team is headed by partners Christopher Cross and Rahail Ali. Cross, a noted PPP specialist, moved to Dubai from the firm's London office last year.

Eltumi, a Libyan-qualified lawyer fluent in Arabic and English, was previously part of the Libyan National Transitional Council (NTC), where he was a special adviser to Dr Mahmud Jibril, the Prime Minister and Foreign Minister.

The NTC is the de facto government of Libya, which – having fought to bring down the Gaddafi regime – is now seeking to transition the country to a constitutional democracy with an elected government.

Prior to the Libyan uprising, Eltumi had worked as corporate counsel and assistant director for AECOM Libya, the Libyan arm of the US engineering giant.
