P3 veteran to co-head Debevoise infrastructure

Debevoise & Plimpton has hired a veteran attorney to co-head its infrastructure and project finance business. Douglas Buchanan will be based in New York.

Law firm Debevoise & Plimpton hired attorney and public-private partnership (PPP or P3) expert Douglas Buchanan to co-head its global infrastructure and project finance practice, according to a press release.

Buchanan, who resided in Vancouver, British Columbia, will be based in New York, Debevoise said. He will share leadership of the Debevoise global infrastructure and project finance group with Ivan Mattei, a partner with the firm.

Also holding the title of counsel, Buchanan will focus on growing project development and project finance globally for Debevoise, “principally” in the P3 space, but also in energy.

“The need for massive investment in public infrastructure and its importance to the global economy is well documented,” the firm said in a statement, adding that hiring Buchanan underscored its commitment to “developing a robust P3 practice”.

Buchanan is a 29-year veteran working in infrastructure and energy and was national managing partner of his prior firm, Davis, twice, from 1995 to 1998, and from 2004 to 2007. At Davis, he “built and led” the P3 group.
