Illinois has heard from five bid teams in response to its Request for Qualifications (RFQ) for ‘Illiana,’ a cross-state ‘mega-project’ to create a 47-mile toll road stretching into US Midwest neighbour Indiana.
Illinois and Indiana have partnered to jointly pursue Illiana, through each state separately procuring their own public-private partnership (PPP; P3) to deliver their respective halves of the project.
The Illinois Department of Transportation (IDOT) is managing procurement of a design, build, finance, operate and maintain (DBFOM) concession to secure the 35-mile portion of Illiana that will fall within the Illinois state lines.
The RFQ, which IDOT released in November, generated interest from:
-‘Illiana Open Road Innovators,’ teaming SNC-Lavalin Group, Union Labor Life Insurance Company (Ullico) and Zachry Construction Corporation;
-‘Illiana West Mobility Partners,’ led by Cintra;
-‘Illinois Corridor Connection Group,’ with ACS Infrastructure Development and Fengate Capital Management;
-‘Illinois Mobility Partners,’ comprised of Fluor Corporation and Plenary Group, and;
-‘WM Illinois – Illiana Partners,’ teaming Meridiam Infrastructure and Walsh Construction Company.
The Department will now go about developing a shortlist for a Request for Proposals (RFP). Illinois is covering $1.1 billion of the $1.3 billion Illiana project.
Meanwhile Indiana, procuring its PPP via the Indiana Finance Authority (IFA) and Indiana Department of Transportation (INDOT), also published a RFQ in November.
Indiana is financing $270 million of the Illiana project. The deadline for its RFQ is Friday, January 10.
