Parsons names new senior bid director

David Sikorski brings almost 30 years’ experience to international infrastructure development firm Parsons Enterprises.

Previously a project director for concession and construction group Vinci, David Sikorski has recently joined Parsons Enterprises, based in Pasadena, California, as senior bid manager.

Sikorski will report to Dean Harwood, president of the firm since 2007, Parsons said in a statement.

“I’m delighted to welcome David to our team,” Harwood said. “He has a plethora of experience in bid strategy and management for organizations such as Parsons, and he will assist us as we continue to ramp up our corporate activities in P3s [public-private partnerships] and project investments.”

Sikorski has 30 years of experience delivering transportation projects with a specialty in P3s, design-build, and project and programme management.

In his most recent role he successfully led his company’s bid for the $1 billion Ohio River Bridges East End Crossing P3 through commercial close, financial close and construction commencement.

As senior bid manager, Sikorski will oversee identification of investment opportunities, strategic partnering on pursuits and procurement, and bid management.

Parsons is an engineering, construction, technical and management services firm founded in 1944 with a focus on defense and security, industrial, and infrastructure.

The firm delivers design and design-build, programme and construction management, and other professional services packaged in innovative alternative delivery methods to federal, regional, and local government agencies, as well as to private industrial customers worldwide.

Parsons’ current assets are valued at over $1.4 billion, with total assets listed at $2.025 billion, according to the company website.
