Wait for I-35E RFQ almost over

A slight hitch in a Texas-size highway project is over and a $3.9bn, 28-mile managed lanes public-private partnership is once more a Lone Star State certainty. Expect an RFQ soon.

A project to create a $3.9 billion, 28-mile managed lanes project along Interstate 35 East (I-35E) – from Dallas to Denton, Texas – is prepared to go out to bid.

According to a spokesperson from the Texas Department of Transportation (TxDOT), a request for qualifications (RFQ) will be published in the fall.

In June, following a successful request for information (RFI) campaign, TxDOT put off issuing the RFQ, which had been scheduled for September 1.

TxDOT needed to confirm that the North Texas Tollway Authority (NTTA) had waived its “first option” to design, build, finance and operate the project, before continuing with procurement.

TxDOT said NTTA on September 21 verified its initial waiver, enabling the department to proceed. 

The June RFI elicited interest from:

Cintra and Meridiam Infrastructure;

Macquarie Group;

Fluor Entreprise, Balfour Beatty and Kiewit Infrastructure Group;

Shikun & Binui;

CH2M;

ACS/ Dragados/ Austin Bride and Road/ Lochner;

Acciona;

Zachry Construction Corporation;

OHL Concesiones. 

TxDOT has embarked on an extensive public-private partnership (PPP) campaign following a June Senate Bill.
