RFP for Ontario P3 set

Proposals to be requested in the fall for pediatric centre.

A social infrastructure project in Ontario, Canada, is set to issue a request for proposals (RFP) in the fall, according to Infrastructure Ontario (IO).

ErinoakKids Centre for Treatment and Development and IO are looking for a partner to design, build and finance a 122,000-square foot pediatric care site in Brampton, a suburb of Toronto.

In addition to the main Brampton centre, the project would comprise a second, 93,000-square foot location in Mississauga and a third, 74,000-square foot building in Oakville.

ErinoakKids and IO compiled a bidder shortlist for the public-private partnership (PPP; P3) after publishing a request for qualifications (RFQ) in the winter, including:

– ‘Peel-Halton Partnership,’ teaming contractor Bondfield Construction, designer Stantec Architecture and adviser Rocklynn Capital;

– ‘Kids Health Infrastructure Partnership,’ with Carillion Canada and Bird Design-Build, Zeidler Partnership and Mitchell Architects and adviser Investec Capital, and;

– ‘PCL Partnership,’ teaming PCL Constructors Canada, NORR and Montgomery Sisam.

Mandy Downes, a spokeswoman for IO, would not disclose the value of the P3. Carolyn Hill, a spokeswoman for ErinoakKids, declined comment.

Downes said financial close for the project is expected in the fall of 2014.
