A Request for Proposals (RFP) for the ‘SH 183 Managed Lanes Project’ in Texas is “imminent,” a spokesman for the Texas Department of Transportation (TxDOT), confirmed.
Cross explained the RFP will be issued to four consortia, including:
– Airport Expressway Partners, teaming Balfour Beatty Investments and Fluor Enterprises;
– SH 183 Mobility Alliance, partnering Macquarie Capital and OHL Concesiones;
– SH 183 Mobility Partners, teaming Cintra, the Dallas Police and Fire Pension System and Meridiam Infrastructure, and;
– SouthGate Mobility Partners, a consortium of Kiewit Development Company and Plenary Group.
Each team responded to a Request for Qualifications (RFQ) for the billion-dollar public-private partnership (PPP; P3).
The SH 183 Managed Lanes Project is a design, build, finance, operate and maintain (DBFOM) concession involving 9.3 miles of Texas State Highway 183 (SH 183), or ‘Airport Freeway’.
SH 183 is located in the Dallas-Fort Worth metroplex. The P3 has a 52-year lease. TxDOT reworked the mandate after a previously released RFQ drew a single bid.
The project is expected to begin in early 2014.
