Chicago official blasts parking meters as ‘dubious financial deal’(2)

David Hoffman, the city’s inspector general, issued a report concluding that Chicago leased its parking meter system to a Morgan Stanley-backed consortium for $1bn less than what it is worth. Hoffman also criticised the city for running a hasty, non-transparent approval process for the $1.15bn transaction.
