A project finance professional who had a hand in the ‘East End Crossing’ public-private partnership (PPP; P3) has signed on with Cintra to help lead its US business.
Erstwhile Bilfinger Project Investments (Bilfinger PI) official Tony Elkins has joined toll road operator Cintra as a commercial director, according to his LinkedIn profile.
Elkins served as P3 bid consultant for Bilfinger PI. He was instrumental in securing the East End Crossing mandate, a toll road concession in Indiana which formed one half of the $2.6 billion ‘Ohio River Bridges Project’.
Elkins also led Bilfinger PI in its bid for the ‘I-4 Ultimate Project’ in Florida. He had been based in Toronto.
Bilfinger PI is the PPP division of construction and engineering firm Bilfinger, which in the spring started exploring a plan to “divest” itself of Bilfinger PI, citing its “declining strategic role”.
In addition to Bilfinger PI, Elkins worked for contractor Tutor Perini Corporation, Lend Lease Corporation and insurer MBIA.
